George Fuller
George Fuller has been practicing in the field of labour law for more than
30 years. He was called to the Bar of British Columbia in 1973. He gained his
initial interest and experience in labour law as counsel of the Ministry of
Labour in 1974 and 1975 - a particularly active period in public sector labour
law and policy development, including the granting of collective bargaining
rights to the public service.
George was the Founding President of the Victoria Business Exchange and is
currently a member of the Board of Directors, the Executive Committee, and Vice
President of the Greater Victoria Chamber of Commerce, as well as being the
Co-Chair of the Chambers Business of Sport Committee. George also enjoys
his association as a member of the Advisory Council to the BC Cancer Foundation,
as well as being a member of the Councils Marketing Committee.
Robert Small

Mr.
Small is the Vice President and Chief Operating Officer at Daniels
Electronics Ltd and has over 25 years of experience with delivering high
quality custom-radio communications products to international markets. He has
achieved impressive revenue growth, groundbreaking product development and significant
US product distribution networks. He has fostered integral customer relationships
with government and private industry, including the US Department of Homeland
Security. A member of the Applied Science Technologists and Technicians and
an active technical committee member with the US
Telecommunications Industry Association for Digital Radio Standards, Robert
is co-chair of the VIATeC CEO organization. He is also a member of IEEE Communications
Society (COMSoC), the Radio
Society of America (VE7FSN), and serves the community in various advisory/industry
liaison positions with Camosun College and the University of Victoria.
Greg Caws

Mr. Greg Caws is currently serving as Chairman of the Vancouver Island Advanced
Technology Centre (VIATeC) and is President of Enquisite Software Inc. Mr. Caws
holds an MBA (Technology Management) and a BEng (Fuels and Materials) from the
Royal Military College of Canada. Greg was originally trained as an aerospace
and avionic engineering officer, worked in Search and Rescue and moved to become
a Transport Canada airworthiness superintendent and learning centre director.
He founded and was CEO of an MPEG software development company that was sold
during the dot-com era. He acted as a senior consultant for MacDonald Dettwiler
with Y2K embedded systems at did Internet Strategy for companies like Burntsand.
Mr. Caws has architected solutions for the 2010 Olympic bid and complex system
integration projects at TELUS. Mr. Caws is an advisor/board member of a number
of high-tech companies and assists them by way of mentoring in the areas of
business start-up, business planning, growth financing, product development
and, exit strategy execution.
Thomas
K. Tolman
Mr. Tolman has over 30 years combined managerial and technical experience in
all aspects of 911, Public Safety Radio Communications systems and operations.
In addition to serving as the Director of the National Public Safety Telecommunications
Council Support Office, Mr. Tolman most recently served as Principle Investigator
to the APCO Project 40 Project RETAINS national research initiative on 911 dispatcher
staffing and retention. Mr. Tolman is a 23-year member, and past President of
the Colorado Chapter of APCO.
In addition to sitting on the P-25/34
digital Standards Steering Committee, he sits on the editorial advisory board
of Critical Communications / Radio Resource publications. He served as Vice
Chair to the FCC's 700MHz NCC Implementation Sub-Committee and is program advisor
to the International Wireless Communications Expo (IWCE).
He is co-author of the National Institute of Justice Research report on State
&Local Law Enforcement Wireless Communications Interoperability, "Can
We Talk?" The Public Safety Challenge, and creator of the popular NLECTC
publication "Understanding Wireless Communications in Public Safety".
He is the recipient of the APCO International Presidential Award, and the National
Institute of Justice National Law Enforcement & Corrections Technology Award
for outstanding contributions in the field of public safety communications.
In addition to holding an FCC General Class Radio-Telephone license and a degree
in radio/television broadcast engineering, Mr. Tolman holds a Bachelor of Science
in Business Management. He holds a Master's Degree in Technology Management
from the University of Denver.
